Clean Elections and increased revenues

This afternoon the Appropriations committee met to hold a public hearing on a bill to change the date of a transfer to the Maine Clean Elections Fund (MCEA) and to hear an update from Deputy Commissioner Michael Allen of the Department of Administrative and Financial Services (DAFS) on anticipated revenues.

Rep. Rotundo introduced LD 1579, An Act Concerning the Maine Clean Elections Fund at the request of the Commission for Governmental Ethics and Elections Practices.  The bill simply moves the date of the transfer of $2.5M to the MCEA from January 1, 2017 to June 30, 2016. No further funds are requested.

Opponents of the bill insisted on discussing the successful unrelated faced referendum approved by Maine voters last fall. Committee members questioned the germaneness of this testimony by several Representatives.

This was followed by a briefing from Dr. Allen on yesterday’s meeting of the Revenue Forecasting Committee (RFC).

As reported, RFC forecasts increased revenues of $72.7M ($67.3M in FY16- this fiscal year, and $5.3M in FY17- the fiscal year beginning this July 1.)
